    It's MAJOR LEAGUE RULE 21 regarding misconduct. It's basically baseball's "death penalty." It's posted in every Major and Minor League clubhouse.

    MAJOR LEAGUE RULES
    Rule 21
    MISCONDUCT

    (d) BETTING ON BALL GAMES.

    Any player, umpire, or club official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has no duty to perform shall be declared ineligible for one year.

    Any player, umpire, or club or league official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has a duty to perform shall be declared permanently ineligible.

    No player or Umpire can bet on any baseball game. the rules have changed somewhat over the years, in some sports a player can gamble on certain other sports but never their own. this was a popular discussion when tim donaghy was found guilty of betting on NBA games that he was officiating. Rose's argument was that he always bet on his team to win, but it doesn't matter, rules are rules
