The energy of the Moon changes depending upon the phase that the Moon is in, but when the Moon is full, the energy is the strongest. The Moon is representational of the Goddess, so it is most convenient to perform ritual and homage on the full moon (providing that it is appropriate for the spell). The Waxing Moon is a time for initiation and growth, and the Waning Moon is a time for taking away.

In general, the moon is seen in it's cycles in this way: New Moon - Death, rest Waxing Moon - Growth, invoking (bringing something), and creation Full Moon - Fullfillment Waning Moon - Wasting away, banishing Thus, you choose the moon phase depending upon the goal you wish to accomplish.
