Who gets the point if the ball you serve touches your opponent’s side of the table, isn't hit by your opponent, and then comes back to your side of the table? Is it legal to serve a ball with this much backspin?

In general the following rule gives the answer to most questions regarding the rewarding of points: In order to be rewarded a point you have to be the last player to make a legal stroke. In this case the opponent did not strike the ball at all and your last stroke was legal so you get awarded the point. (this rule goes for the rewarding of all points except referee interventions).
It is legal to serve with any amount of spin as long as it has been done in a way that is conform the serving rules of the ITTF.
