My 64 MB memory card won't save cheats from the PS2 Action Replay Max. I get a message the card isn't formatted but I can save games. What's wrong?

Action Replay Max support only 8MB, 16MB or 32MB cards.

what i did was used action replay max to format it by pressing sqaure and it seemed to work but i had a 32 mb
