You can tickle yourself if you have hands. It is the laughing part that you mean. Mostly because you are in control of the timing of your laughing. If you get to the point where you feel you may being to laugh...you will pull away. It is a natural reflex. Since you are controlling the 'tickle situation' of that reflex, it takes the fun and the spontaneity away from the potential laugh.

Your body tenses up to tactile stimulation especially by your self unless ha ha you 'tickle your pickle'. Mostly it is the expectation of the tickling that makes ourselves try to (maybe subconsciously) get ready for it. I used to greet my former girl friend by tickling her until she couldn't take it no more. This leads me to the other reason because the ticklee doesn't know where they are going to be tickled even if they are the victim of a tickle attack.
