It means that there a lot of con men and confidence swindlers who will offer something that looks really good at a price that seems very good which is too good.
Lots of scammers play this game where they can get someone to sign for a program and neglect to really go over the finer issues which will suck money directly out of their bank accounts on a regular basis with their consent.
That's just an example of many various situations.

So excellent that it defies belief, as in She loves all her in-laws? That's too good to be true. This term expresses the skeptical view that something so seemingly fine must have something wrong with it. The term was part of the title of Thomas Lupton's Sivquila; Too Good to be True (1580).

Truth is a multi-dimensional parameter. What appears to be true to
one person may not appear so to another person. If the same person
changes his angle of view of the problem, what appeared as true
earlier may not appear true. Truth has infinite layers of meaning.
It is absolutely impossible for any human to comprehend all the
meanings of truth.
In India, there is a proverb - "Paduguranna maata paati aye
dhara chellu" (what ten people say gets accepted as truth).
Except Yogis and Rishis, others can not think of more than
one or two meanings. Let us consider a simple case.
When some thing happens, three questions arise - what,
how and why.
You will get an answer to the first question within a
short period of time. It is physical in nature.
You have to spend more time to answer the second
question. It is mental in nature.
Different persons may give different answers for the
third question. But you will never get a true answer
for it - it is philosophical in nature.
It's one of the most honest things I've ever heard. I was reading an interview with Halle Berry, and she said that her mother told her that. After I read that interview, I never forgot that quote and thereby am cautious of people or things that seem too good to be true.
