    Since Tennessee has so many illegal immigrants, most without a valid Tennessee drivers license, we have been forced to recognize their "home country's" drivers license, as valid. most only have an international drivers license.

    We don't like it, either.

    Yes , many countries are signed to treaties that make laws to cover all.

    What do you mean by a "true law?" If you mean a law that is codified in statute, then the answer is sometimes. There are treaties that, if violated, is a violation of international law. However, there is also a form of international common law. There are certain common principles that many countries follow that can be enforced against people, even though the law is not codified anywhere. However, in order for this latter law to apply, you must first establish a commonly accepted international norm.
