I have had to in the past (long story) and believe me, enter at low water if at all possible IF you HAVE to enter at all.
If you are in the water when the high tide 'turns' and starts ebbing, it makes it a heck of a lot harder to get out of the surf and safely onto the beach....

Dangerous water, I won't enter. But if I'm already in the water, I will head for the deeper end, past where the waves break. It is actually safer. Some beaches won't allow that, though. And they have that damn rope to keep normal people out. I've been to the deep side in Crystal Beach (Texas). I was only 7 years old, but I had adults with me. I enjoyed riding the gentle waves and I wasn't taken under.
