On a 1991 Chevrolet S10 Tahoe, is the blower relay the second relay on the firewall (toward passenger side)? The Driver side relay next to it is the fuel pump relay.

The blower relay is on the passengers side attached to the blower box where the a/c evaporator is. Also there is a plug that goes to the heater resistor pack that actually controls the fan speed. The relay just sends the current to a certain resistor for the speed selected. Its a metal rectangular shape with the plug going in it. Usually has a large red wire for main power to it and a purple one to the blower motor. Hope this helps.
