If someone age 16 from a country where the age of consent was 16 went somewhere where the age of consent was 18 and had sex there, would they be breaking the law?

Yes. Everyone is subject to the laws of the country/state they are in regardless of their origin. If a 16 year old from Germany were to try to purchase alcohol in the USA, they would not be allowed to, for the same reason.
