There is, but it would cause chaos if you did, so I think it better not to tell you. If you change it to address someone else is using, you can cause them serious harm - and harm that will take some time to die away after you stop using it. It is a dangerous thing to do, and should be done only if you know exactly what you are doing.

This really only works if you are on a LAN not a WAN. On a LAN you can assign yourself an IP at will and change it whenever you want. On a WAN, it is more difficult to change because the service provider assigns you one everytime you log on based on your logon credientals.....;)
-
You can easily change it on your Local Area Network(LAN) but on the Wide Area Network(WAN, the internet) the only way to change it would be by talking with your ISP and paying them for a "Static IP" which means no matter what you will always have the address of 69.246.28.81(example) no matter when you access the internet. If you wish to change it on your home network(LAN) just ask and I will comment with the details on how.

Yes, several.

I would have thought the easiest way would be to disconnect and re-connect your modem/router and then your ISP will allocate a new address.
-
There is also the posibility to install an ip hider software which will change your IP address anytime by routing your Internet traffic through overseas servers. For example Invisible Browsing.
-
you can simply use a software like (IP Hider).
-
You can change you IP, but your ISP keeps a log of who had what IP at what time and where you connected to. So even if someone else takes your old IP, what happened on that IP during the time you had it is still associated with you.
