No. There are many things that have previously been attributed to magic but then another explanation was found. Many many many things. Indeed at a guess probably 99.999% of all things claimed to be of magical origin have been found to have a rational explanation. So the probability that a newly discovered phenomenon is justifiably attributable to magic is pretty damned low based on the evidence at hand. So if you did say that magic was the cause of every new inexplicable phenomenon the laws of probability would saw you would probably be ultimately proved wrong. Alot. Probably. You may be 100% right but it is very unlikely. SO if you want to be right the safe bet is no.

Not to me. I would suggest you keep in mind the famous quote of Arthur C. Clarke: "Any sufficiently advanced technology is indistinguishable from magic."
