Yes they are. However, I would think that the officer at least wrote down that information in his/her notes. If that's true, then the court will usually accept that as evidence. To answer the question you are implying, no it is not good grounds for getting the ticket thrown out. You should bring it to the attention of the judge, but don't base your case on it should you decide to fight it. As for the year of the vehicle, as long as the license plate # is written on there, all vehicle information can be retrieved from the DMV database.
