I would call climbing around skyscraper to skyscraper using only a bat wire as having "special powers" also being able to throw and connect that wire and then descending to the ground using only his bat cloak as wings

Robin, The Green Latern (has no powers except for those given to him by his ring), Iron Man (just wears a suit)...I can't really think of anymore.

Many of Batman's enemies were also lacking in superpowers, but perhaps they don't qualify as superheroes, depending on your definition of superhero. Remember that no life is a total loss, it could always server as a bad example for someone else.

No, Ironman, The Punisher, Green Arrow, Night-thrasher, Elektra, Robin, Nightwing, Blue Beetle(Ted Kord), The Phantom, The Watchmen (except Dr. Manhattan)and many more use martial arts, gadgets, weapons and/ or powered armor instead having innate superpowers.

I saw a special on the History Channel -- Batman villains unmasked: the psychology behind Batman, or a title to that extent -- and one of the sources claims this as fact. She stated that Batman is the only "superhero" without super powers or mutant genes. http://www.history.com/shows.do?episodeId=322796&action=detail It'll be on again on July 21 at 10 p.m.
