AHA! A trick question to be sure! GAIVS IVLIVS CAESAR never ruled the Roman Empire. It was still the Roman Republic during his time.

He didn't....it was still the republic, albeit the end of it. He was dictator, as K-S pointed out between 49BC and 44BC, but never a ruler in the true sense of the word. That was left to his nephew Octavian, who became the first Roman Emperor, Augustus.
