I have seen too many incompetant people hired in our office and it causes many problems. Then the person who hired them doesn't want to fire them.
By 'around during the interview', do you mean that you were on the interview board? If so, I would probably mention it, but with the caveat that I hadn't been able to validate the information. As a board member, you are partially responsible for the hiring decisions, since you are in a position to validate the candidate's claims to competency and reliability.
If it was relevant to the position he/she was applying for and it could effect other employees.
