I watch TV pool tournaments and the announcer sometimes says that the player shot a ball at "table speed." What does this term mean?

This is also refered to as "dead weight" and refers to the speed at which the cue ball will only just reach its intended target. For example, when striking the cue ball towards the 8 ball, you could apply a large amount of force, to send the 8 ball towards a pocket, or you could play "table speed" so the cue ball just nudges the 8 ball.

It may also mean the speed at which the object ball only just reaches its target. In the above example, playing at table speed would result in the 8 ball just dropping into the pocket, rather than flying in at high speed.

Playing table speed on the cue ball is usually used to trap or snooker your opponent. Playing the object ball at table speed is usually used to get the cue ball into a good position for your next shot.

you probably heard pocket speed that means means it was at a nice soft speed usually on a shot were the cue ball touches a rail later before sinking if you hit it hard it goes off further from the english applied on the cue ball from the rail and throws the ball off the points

Pocket speed is the one I have heard used most often but I have heard the term table speed.
Pocket speed is used to allow the object ball to drop when shooting a shot along the rail.
If a shot is hit along a rail with a lot of force it will most likely jar out of the pocket. If the same shot is hit slowly or at "pocket speed" the same shot will fall into the pocket.
