Is there a law that states if someone moves before the term of the rental agreement is completed, because they buy a home and have to move before the lease term is over, that they can get their security deposit back?

    No. Technically you don't have to move - that's your choice to move into a new home. Remember, the landlord loses a lot of money when you break your lease early.
