  • How about a mortar and pestle or I have also put whole spices in a plastic bag and pounded them with the end of a knife handle.
  • I'm not sure why you want it finely ground since it is usually used in cooking more whole but are you looking for it ground maybe? Will it be going into a paste? Because you could use a Mortar and Pestle like a Thai Stone Granite one, with the rough interior, not the smooth kind. Place the rosemary and maybe some of the salt or if you are using it garlic and make a paste by grinding and pounding it. The salt is great for aiding grinding action. And the garlic keeps things together.
