  • In the 1930s, there were many crooked cops on the take. anything was possible. some would keep the money, some were required to turn it into a court. these requirements varied from jurisdiction to jurisdiction. no two were the same. As law enforcement progressed to a professional level, accountability became foremost. cities were looking for that revenue to plan budgets. this left the crooked cops, out in the cold and looking for money elsewhere. Not sure when exactly this took place. an uneducated guess would probably be after prohibition. Taking money from a traffic violator today, is a violation of departmental order and probably state law. Big difference in the police of today compared to the cops of the 1930s.
