What is the best way to pocket a ball that is frozen to a rail? If there is a best way, would you use this method for all angles of approach with the cue ball to the frozen ball?

Aim to hit the cushion slightly earlier than the ball. When the cue hits the cushion there should be a credit card's thickness or two between it and the object ball. This is to compensate for friction between the cue and object balls, which would force the object ball into the cushion and rebounding. No side spin is needed. Hitting high or low doesn't matter. The space between will vary somewhat depending on the angle of the shot. If the cue is also frozen try biasing your hit on the cue slightly to the cushion side of the cue ball to compensate for inaccuracy in the hit on the object ball, using friction between the rotating cue ball to throw the object ball straight. A low percentage shot any way you look at it.

    Simple answer:

the object ball and cushion must be hit at exactly the same time. this applies to all angles exept dead straight! slight deviation will not pocket the ball, but the shot is not as difficult as it presents itself. you just have to judge the correct contact that will hit both the cushion and the object ball at the same time.

If played successfully the object ball will "hug" the cushion and if hit with the correct pace (medium to slow pace) should go in off the far jaw of the pocket. If you are not making the shot correctly, check your cue action to ensure you are cueing through the ball in a straight line

Please note that this is the only way to pocket a "dead ball" on a snooker table and a UK 8 ball table. US 8-ball tables have a more forgiving margin off error with regards to the pace of the shot. (you can hit the cue ball ball harder whilst still maintaining a potentially high success rate for making the shot)

A Side Note: i would advise against using side (english) for this shot as it makes it unnecessarilly difficult.
