Sometimes but sometimes there are other reasons (many other reasons). maybe the guy amuses them or the guy has something stuck between his teeth. could be they are staring to make another jealous. the point being is you will never know unless you go talk to her and see what is in her mind. or if your too shy then when you catch her staring turn quickly toward her stick your tongue out at her smile and give her a wink this will break the ice.
