My 1978 car engine makes a plopping sound from the exhaust when decelerating or idling downhill. any ideas?

I have a 1990 Volvo 240 wagon. Whenever the car is idling it makes a sound about every 3-4 seconds which sounds like it is "gasping for air". Occasionally the car will stall when it is idling if the engine is not being revved.
