I recently gave a down payment on a car and was told by the dealer that the money was going to be applied toward taxes, inspections and other fees. Shouldn't the down payment be put toward what is owed for the car?

    It's really only a mental or paper distinction. What you owe for the car includes these taxes, inspections and fees. Once the arithmetic has been done to add them all up with the purchase price, the total really is the only number that matters, the amount of money you have to come up with either through down payment or financing. Now the dealer may use the taxes, inspections and fees to set the minimum down payment. If he's doing his own financing, that may actually make sense, because he has to immediately send that money on to the apropriate agencies to handle the transfer of ownership. There's nothing to keep you from making a larger down payment, to reduce the amount you're borrowing. He could just as well have said "No Down Payment! Just pay the taxes, inspections and fees, and drive it away!" The net effect to you would be the same regardless.
