If she is willing to adopt a foster child, it's completely free. If the child has any special needs, then there will also be medicaid and monthly subsidy payments until the child is 18... or older, depending on the circumstance. Special needs doesn't need to be a scary term, it can mean almost anything. If she adopted twins, they are automatically considered special needs, because it is more difficult to place siblings. A child 7 or older is automatically special needs because they are hard to place. The process takes just as long as waiting for a newborn, but it is a different process. Tell her to research foster adoption in her state.
