According to this sight (http://www.hazegray.org/navhist/carriers/russia.htm), 14 as of 2001. However, I don't know how many of them were actually completed. Wikipedia reports that the Varyag was not completed and was eventually sold to China.

Pravda reports that, over the next 30 year, Russia plans to build two new carrier strike groups centered around three carriers in each group. So, that would give them six modern carriers to go along with however many of the older ones that are still in service. These carriers will still not be able to compete against the US carriers in terms of either size or number of aircraft (http://english.pravda.ru/russia/history/11-07-2007/94801-Russian_aircraft_carriers-0).
