My mother had a new well dug and an electric water heater installed. The result is a sulphur smell (both cold and hot water) that is becoming increasingly awful. The bath water is brackish. What's wrong?

The water source is likely very low in oxygen content giving rise to anaerobic bacteria. The anaerobes like to live off old metal like rusty iron. I had a similar problem in an old house with an ancient water heater. The bugs had made a home in the heater.
