Both answers are actually correct. Hitting the cue off center will push the ball off course and hitting the cue high and off center will also add top speed in addition to pushing it off course. A basic knowledge in physics is all that's needed to understand how spin and projection work together with each other.

The ball will deflect slightly opposite the english that you apply. As you making the ball accelerate, that is not true. Hitting the ball above 70% of its diameter will start it rolling with 0 slippage between the ball and the cloth. Hitting higher than that gains nothing that won't be lost to friction in the next centimeter or so. You will gain a greater likelihood of a miscue. When applying left english the cue will actually arrive slightly to the right of where it was aimed. How far depends on: the length of the shot, eccentricity of the hit, how hard it was hit, and the flexibility of the shaft. Increase any/all of them, and your ball goes farther off course. All factors except the shaft flexibility are game factors that change shot to shot. Sorry Indyboo.
