Can a Management Company of a HOA charge fees they don't incur themselves or cant prove evidence of?

This comes down to simple accounting. Ask for a breakdown of the fees that are charged. What kind of fees? They should be able to account for all fees incurred by the association. If not when does your contract end? If the fees are legitimate and standard then they should be able to justify them.
