This is not true, well, not true yet anyway. Most states excluded low risk offenders from there reporting. A year ago the Walsh Act was passed that would essentially require everyone convicted of a crime with the word "sex" in it to register. Also, the Walsh Act is an ex post factor law, which means all past convicts would also have to register. However, most states have not updated there registers yet with past offenders who did not have to register under the state system. Also, the Megan's Law database tells you what the offender was convicted of. So if you really want to go out and mame, you can be sure that you are only going after the pedophiles and rapists. One more thing. The Walsh Act does have a three tier reporting system. People in the lowest tier are the non-violent sex offenders. They still have to register, but only for 15 years. Tier 2 have to register for 25 years. Tier 3 have to register for life.
