Does the charge "leaving the scene of an accident" apply also to eyewitnesses who are otherwise not involved in the accident? Say I witnessed a fender bender 20 yards ahead of my vehicle, but I did not stop to investigate, can I be criminally charged?

You have no duty to investigate. If you are not a party to the accident you do not have to stay. It would be nice of you to at least offer your contact info and say you are willing to be a witness, but the law can't penalize you if you don't. -
