Can an officer give you a ticket for improper display of registration if you were not in the car?

The officer probably could issue the citation, but in traffic court, you will probably win. officers can only act on the senses....see, smell, hear, feel, or taste. but......if earlier, the officer had observed you driving this vehicle, but, say he had a police call to answer, then he later could issue you the citation and probably win in court. depends on circumstances. end

In California, yes. We display our registration on the outside of our vehicles on the rear plate. You can get a parking ticket for failing to display current reg tabs from a parking enforcement unit or from the Highway Patrol.
