Can a non-certified officer write a ticket without a certified officer present in Wyoming?

Do not know the laws of wyoming. but, common sense tells me that a non-certified police officer is just that.....not a police officer. not sure what a non-certified police officer is, anyway. in my state, a rookie officer rides with a field training officer, for six months. the rookies can issue citations and make arrests. this can only be done after the rookie officer takes the police officers oath and is sworn in as such. if you have not done so, i would at least ask questions as to the legality of your issued citation. also, in wyoming, this may be covered under a citizen arrest law.
