Considering that God is three persons in one He could quite possibly repent to His other Persons; God THE FATHER, God THE SON, God THE HOLY SPIRIT. But God does not need to repent for all he does is perfect. The Bible does use the word repented in describing how God felt, i.e. Genisis 6:6, and another Exodus 32:14. The Hebrew word for this is nacham which means to sigh, breath strongly, to be sorry, or grieved. When looked at in it's setting it means that God was Sorrowful, sad that He had made man, for man is so sinful, and sin pains God.
