My horse does this too. She picking out the good stuff nad throwing the stuff she doesn't like out. I just let her so long as she cleans it all up. Which she does. Also horses are designed to eat this way so it's probely more comfortable for him. The only thing I can think off is to put some kind of grate or bars across his tub that are wide enough for him to eat through, but too small for him to move his head for the toss. In all honesty I would just leave him to eat how he wants to. So long as the grounds not sand or rocks he won't do any damage to himself.

My Aunt feeds her horses in small piles of about 2 to 3 cups spaced about 10 feet apart they just munch and move no spreading

You might try feeding him in a deep bucket instead of on the ground and feed his hay in a rack instead, though they can still [pull out all the hay and scatter it on the ground. We had one old gelding that insisted on making the biggest mess with his feed. He would scoop out his feed and then push and swish it all over, dozens of feet around him. We finally made a hard surface outside, like a long cement trough, sloped so it would drain off away from the corral, and would feed him on that. He could push and shove it around but it wasn't getting dirty or mixed with his manure or bedding. We had another horse who ate so much sand by ground feeding, he almost died from sand colic, being completely packed with sand in his intestines. I don't ever want to see that again. No more ground feeding near sand or shavings for me.

I have an ex racer than came down with sand colic (sand impaction) as he does this and we tried everything to get him to stop but he just wont, We raised the bucket so he couldnt kick it then he used his muzzle to push it out and all sort. Now i have bought some heavy waterproof material and spread it 5meters by 5 meters in an enclosed space so that even if he does knock the food out he is eating it from a clean surface with no chance of him picking up anything that might damage him.
