The short answer to your question is: YES. The requirement to register for a draft is not related to military service. Registering for the draft is a legal requirement as opposed to enlisting in the military.

Most people think of health conditions exempting them from military service---and when people think of military service, they most often think of field duty or overseas duty. In reality, military service could mean more than actual combat or overseas duty. In fact, there are few conditions that would preclude most people from performing ANY military service---it is possible for an individual with poor health to be inducted into the military to serve in a capactiy inside the USA's borders which assists military operations---this might include, but isn't limited to: office/administrative work, computer work, analyst work, IT work, medical work, and a whole hostof other jobs you might do in your daily life with your condition--the one exception being you're doing it in a uniform.

The requirement to register for the draft was a compromise piece of legislation from the Carter Administration that was created to ensure we had available people not only to fight, but to do the administrative operations of the military. For every 1 fighting man, 3individuals must administratively support that person.

You have to register anyway. If you are 4 F then they will tell you in the event that you get drafted, and send you home.
