Some people downrate a question after leaving a negative comment, while others don't respond at all. What's your criteria?

I have an idea that of being useful to others. If someone asks a question he/she is entitled to a polite answer.

This site is full of trolls and people who just love to neg people for their viewpoint answers. There is no rhyme or reason involved. My criteria for downrating a question or answer is that it is vicious, rude or cruel. Stupid or funny responses I just leave alone.
