The distributor needs to dry out and then it should be fine. I'd recommend pulling the distributor cap off to avoid corrosion and to help it dry out faster.

depends on the car when i was younger my dad and i drove through 3-4 feet water through his toyota sedan (really old) it stalled and turned off then he prayyed nd it magically turned back on, your best bet would be to pray lol or google it lol

chances are there is water in the spark plugs, remove them, spray wd-40. If that doesn't work it is still probably something electrical, let it dry out.
