Asia has tariffs imposed on American car imports. The US does not have the same policy. That policy should be introduced to get the domestics a chance. Detroit is also too worried about their stock price, and therefore is hesitant to make any actual decisions. There's no creativity, drive, or passion in any of the leaders that I can see. There's a phrase from a book (I think it's Lee Iacocca's 'Where have all the leaders gone') that goes something like "when the government needed detroit in WWII (to build tanks, etc), detroit came through. Now that detroit needs Washington's help, they can't even get 45 minutes with the president." Before this he pointed out that bush dubya dumbass cancelled an emergency meeting with the auto industry because he needed to go meet the american idol winner... need I say more?

That is a tough issue. They can't reduce legacy costs as that will screw their retirees. They can't reduce their R&D budgets as Detroit isn't exactly innovative to begin with. In fact, they are notoriously stale. They can't reduce payroll without causing other problems, whether it be strained relationships with the UAW or or a too-small labor force. In order to remain financially viable, they must do what all troubled American industries do; receive federal subsidies of some sort.
