In our HOA neighborhood, people use the streetside mail boxes to deliver HOA information which has not been sent through the US Postal Service. Is this legal?

    It is illegal. I was an HOA President and had to look it up and I kept telling the board it was illegal but they kept doing it anyway.

    Nope, it is completely illegal, just as it is illegal to walk around and put advertisements in mail boxes, they can be hung on the door nob, but they can't be put in the mail boxes...

    All mail placed in a mail receptacle must have proper postage paid. If this mailout is discovered by the post office - they would notify them to stop and try to collect postage.

    If someone other than a postal employee is putting something in a mailbox, it is absolutely against federal law.
