No , I don't flag them , I let the person know I'm moving their question for them , though if they continue on and on , it will get flagged, if not by me ,someone will

No. But if it is a completely wrong catagory, I will flag it (except for Fun, she admits up front that she does it on purpose).

I only flag a question to move it if I find it in a wrong category completely, unless there is a brand new category that wasn't available before and it will really fit nice in that one. I notice that many people just plop questions in an unrelated category, like Entertainment. Those are the ones I flag to move. But there is no penalty to the questioner if something gets moved. So I don't know why anyone would mind the move unless it distorts the meaning of the question, like if someone asked "Where's home?" and you mean esoterically and someone flags to move it to Real Estate so I leave those kinds of questions alone. It's not like a question can get rejected for being in the wrong place.
