No, because intelligence is creating connections and interpreting input from the past and present, and eventually there's going to a be a limit in what you can reasonably connect and interpret. A limit to knowledge, on the other hand....
As for stupidity, I mean, you can't really get more stupid than a rock.
No, but both can be incredibly massive.
