Picture your city from the air, with a square grid map over it. Each grid is a cell. Each cell has a tower that sends/receives impulses from cell phones. That may not be the exact, technical explanation, but for purposes of your question - close enough.

Think of a bunch of over lapping circles in a map. Each one is a cell. The cells are all connected and there is enough overlap so that the cells can pass connectivity from a phone from one cell to the next.
