I usually thread or wax my upper lip, its better than plucking in my opinion, if you are going to thread, put a bit of vaseline or baby oil on the hairs on the upper lip then thread so the pain is less, otherwise waxing is a good option
A razor.
My best advice would be to to pluck it off with a pair of tweezers. To avoid pain, wipe the upper lip area with a baby wipe first as the makes the area softer. If it still is too painful, then here's a tip. Don't pluck the middle section, only the parts above the ends of your lips (both sides). This way not all of the hair gone, but it is less noticeable.
The best solution is you can do threading yourself at home once in a week so even the smallest hair can be removed. this can be done by keeping a mirror in some place and keep a stool or something side by you and tie the thread on it and do the threading yourself (if you know the actual method of threading by keeping one end of the the thread on mouth - you can do this). Just if you keep practising you can become master in doing this yourself. all the best.
I've heard that threading is the best, since the skin on the upper lip is thin and sensitive. Waxing can cause scabbing and irritation. Plucking would be too painful!!!
Just pluck it off.
