Although I am not British, I am going to answer this because the same program exists in Canada and many other countries. A list of countries that have such programs can be found at http://www.ojp.usdoj.gov/ovc/intdir/intdir.htm .

Crime victim compensation is provided to people who are victims of violent or personal crimes. Claims can be made by the victim of the crime, dependents of homicide victims, and foreign citizens. These payments may be to compensate for medical expenses, loss of income, legal expenses, expenses not covered by personal insurance policies, or any other expense that the victim of such a crime may have incurred. In most cases the criminal does not have the resources to compensate the victim, so the state steps in.

Compensation programs in Canada are administered by the individual provinces, following federal policy. That policy can be found at: http://canada.justice.gc.ca/en/ps/voc/ .
