If there are no other external forces than friction and gravity, this force must balance gravity with 98 N in the upward direction. The force of friction is determined by the normal force times the coefficient of friction. If it's dynamic friction, it's in the opposite direction of the motion. 98 N x 0.15 = 15 N of force in the left direction.
