If wise people do nothing to show off their wisdom, they will be seen no different from a fool. Now the governments do everything to show their wisdom but fail in the crisis, aren't they pitiful fools?

I consider the observer to be the fool by attempting to label anyone the fool and then judging them says more about them then the fool.

Its not wise to call anyone a fool. "22 But I say unto you, That whosoever is angry with his brother without a cause shall be in danger of the judgment: and whosoever shall say to his brother, Raca, shall be in danger of the council: but whosoever shall say, Thou fool, shall be in danger of hell fire."
