Of course it is. It is impossible to have full control of a vehicle when you are in a skid. The major causes of skids are excessive speed and excessive braking. Skids are for emergency situations only and to be avoided if at all possible.

On dry pavement, yes.
On rain-covered pavement, usually unless there is a LOT of oil soaked into the asphalt; Florida ice.
In the winter the only people who don't skid around here are those that either don't drive or those that drive so slow that the cops will ticket them. Personally, I corner like Takumi Fujiwara in the winter.
Tip - 1f you can't do hold at least 35 MPH on slush-covered ice without leaving the road, don't drive in NH during the winter. Stay home or hire a chauffeur.
It really depends on the cop. It could be considered reckless or driving to fast for conditions if the roads are slick.
if it was to avoid an accident I wouldn't think so, but if it were on purpose for no reason I'm sure they could make it stick
It really depends on the totality of the circumstances. The traffic present, whether or not you have passengers and thier ages, the speed at which you were going, what kind of area it was (residential, industrial, business, or rural etc), and what the officer saw. I've written a guy a reckless driving citation before for doing a screeching U-turn in an intersection where 4 cars were approaching, disregarding the stop sign at the intersection, and speeding away. A rule of thumb that some officers tend to use is if there are 2 or more violations you can write for reckless, but I tend to take in the whole situation.
I know in Virginia if your tire breaks free of the pavement (skidding would be doing that)then it can be wreckless.

I would agree with that about eight months out of the year. The other four skids are inevitable unless you live somewhere that is either warm or has omnipresent road crews with tons of salt.

Ok roadpup. If skidding is 'of course' reckless driving, then is the entire population of Winnipeg reckless when they hit black ice and skid like bumper cars? Was I being reckless when my car started skidding down my street because of the inch of ice under the snow? Would I be reckless in skidding to avoid a moose on the road around a blind corner on a highway? I have many more examples but just don't have the time. Reckless driving may LEAD to skidding, but skidding is not reckless.
