In my region, the best time of year to apply weed killer and other lawn chemicals is in the spring (March, April, May) when there is a break in the stormy weather. You want to have the chemicals on the lawn for at least two days before a good rain comes in. Otherwise, you've waisted time and money applying a product that didn't have time to work.

After any threat of snow is the best time to apply the first application. Then at approximately 6 week intervals.

As long as you have a day or two without rain, anytime is ok. best to get them before they start going to seed.
