The cigarette lighter/power port is center-positve, shell-negative.
FYI - there are also TWO common sizes; 21mm and 22.2mm. That 1.2mm may or may not make a difference, depending on the way the springs on the outside of the plug (the negative contacts) are constructed.
DC. If you want to use an AC device, like a hair dryer, buy a power inverter. Power inverters use the 12 volt dc from a vehicle and change it to 110 AC. I assume thats what you meant by polarity. If not, the bottom center of a lighter socket is the positive, the rest is negative.
